Lately, I've been rereading Warren Ellis' League of Extraordinary Gentlemen
That was the catalyst for these Denied Operations fics.  I couldn't help but wonder what would it be like to play around with a modern version of this idea.  Only, instead of using characters and events from literature, I focused instead on television and the movies.
As I gave the idea some thought, rules began to manifest.

Denied Operations would focus, primarily, on characters from cancelled television series, responding or investigating to film events.
Characters from television series that are still currently in production are not allowed. So, no characters from Fringe or Warehouse 13 can appear.
The Denied Operations Group (DOG) Universe is a x-over party. That said, cannon sometimes takes a beating. Not every film/television event happens.  Some don't happen the way they did in cannon.
To be used, a character/event must have its origin in either film or television. If they originally appeared in other media they remain fictional in the DOGverse.  So, all those Stephen King movies are just movies, the various super-hero television series such as Batman and the Avengers remain fictional, and television/movies based on literary works, such as The Six Million Dollar Man and The Exorcist remain fictional in-universe as well.
The first appearance of media takes precedence. What does that mean? Well, in the DOGverse, it means that the events of the 1992 film, Buffy the Vampire Slayer, did occur. However, the television series and its spin-offs did not. Alas, that means no Willow or Faith or Angel. Conversely, the events of The Fugitive television show did occur in the DOGverse while the 1993 movie did not.
Animated shows remain fictional in-universe. 
Live-action shows involving, say puppets, may have happened. Mainly because I enjoy the idea of a uni where you've got characters from Alf mixing it up with Greg the Bunny and H.R. Puffinstuff.
Shows set in the future, such as Star Trek and Babylon 5, have not occurred and may not occur. Think of them as potential alternate futures.
Shows set in the past, such as The Adventures of Brisco County Jr. and Bonanza, probably occurred.
Reboots of previous film/television, such as the abysmal Night Stalker which was a reboot of Kolchak: The NIght Stalker, do not exist in-universe. Again, first media takes precedence.
Movie sequels to television shows, such as The X-Files films, may or may not occur as I feel like it, and vice versa. The Young Adventures of Indiana Jones probably happened in uni, and the events depicted in the first three Indiana Jones movie definitely happened.
I've tried to stick mostly to American film and television, as they are what I'm most familiar with, however I can't seem to resist using Doctor Who.  However, in obeyance of in-uni rules, I only use the characters up to the 7th Doctor after the original series came to an end.
Finally, I'm writing these just for my own amusement. To take a break from actual writing-as-work. :)
