Samantha Stephens has shown up in two Denied Operations Group fics: Busted and After the Tall Man.  Many people would question the inclusion of someone as powerful as Mrs. Stephens in the DOG, but the fact of the matter is that Samantha Stephens is not the woman she once was.
Despite her best efforts, Samantha Stephens' marriage to Darren Stephens began to rapidly disintigrate following the birth of their second child, Adam, and the revelation that their son had also inherited his mother's witchcraft.  In a last ditch effort to save her marriage, Samantha Stephens gave up her own witchcraft, much to the ire and chagrin of her family.  Sadly, her sacrifice was not enough.  Her marriage collapsed.
In the aftermath of the divorce, the Witches' Council refused to restore Samantha's powers.  Moreso, her children were placed in the custody of Samantha's mother, Endora, and Darren Stephens was hexed so that he recalled nothing of his ex-wife's witchy powers or even the existence of his own children.  Samantha herself was denied access to Tabitha and Adam without the supervision of their appointed guardian.
Exiled to the mortal world, Samantha was surprised to be contacted by DOG agent, Phoebe Figalilly, and offered a place in the organization.  Despite the loss of her magical powers, Samantha was still, technically a witch with a witch's instincts and several centuries of life experience.  Although initially hesitant to join the DOG, Samantha eventually consented and became a field operative in 1972.  She soon established a reputation for intelligence, level-headedness and, when called upon, ruthlessness, in the field.  Eventually, Mrs. Stephens was appointed head of the DOG lead investigative team where she continued to demonstrate exemplary leadership skills.  In 1979, following the Tall Man Incident, Samantha learned that DOG Director, Doctor Ann MacGregor, had chosen her to be her successor. 
Mrs. Stephens formally assumed operational command of the DOG on January 1, 1980.  During her tenure as Director of Operations, Mrs. Stephens shepherded the DOG through some of its oddest and most dangerous cases such as the Extraterrestrial Encounter of '82, the WOPR Incident of '83, the Gozer Incident of '84, the Betalgeuse Incident of '88 and the Carpathian Incident of '89.  She also oversaw the relocation of DOG HQ from the estate of ex-millionaire Navin R. Johnson to the Xanadu Club in Los Angeles.  Mrs. Stephens chose the Xanada Club because of it's 'unique, metaphysical harmonics.'
In 1990, Samantha Stephens's tenure as Director of Operations came to an end. Like all surviving directors, Mrs. Stephens was awarded a place on the DOG Council.  Her current activities are unknown.

DENIED OPERATIONS: BUSTED

New York City, 1984.

After the big showdown, they were expecting a ticker tape parade down Broadway. Instead, once they were away from the cameras and the crowds, they were arrested, shoved into a nondescript van with tinted windows and driven to an unknown location.

“Where are we?” Ray Stantz demanded, once the van’s door was opened.

“It smells like New Jersey,” said Venkman. He spoke to the cop who had arrested them. “Hey, buddy! What’s going on?”

“Keep your pants on, pal,” said the cop. He was older, square-jawed, wiry with pale brown hair. His uniform did not fit him that well. “You’ll find out soon enough.”
